City Councils and The Elite System
City Councils have become a core user of the Elite System indirectly through its use by contractors.

Benefits of The Elite System
The benefits to city councils are quite simple.
If contractors can provide accurate and provable information about their performance, it gives the council confidence in service delivery. You are getting what you pay for.
Quality of service versus contract conditions can also be better gauged. For example - if complaints are made about a toilet block by members of the public, then reports can be printed showing when it was serviced.
There may be some insurance benefits in being able to prove that service was provided and hence a verifiable lessening of risk has occurred due to the work done (staff member or contractor present).
For a contractor, the benefits are just the same. The contractor can show compliance with a contract. The contractor can track the movement of staff and can gauge time taken at each facility.
Application and Deployment of The Elite System
Application: In essence, the Elite System is deployed in the same manner as for any security or cleaning application.
The iButtons™ are glued to locations - for example - onto a sharp safe, onto a toilet block, onto a BBQ, the front and rear of a property that is to be patrolled by a security officer - etc.
Patrolling contractors and service people touch their XL Data Wand(s) onto the iButtons™ as they perform duties. If they "do a touch" when they arrive and another when they leave then there is a record of "time on the job" that can be valuable to measure performance and results against.
At some later time, data is extracted and reports are generated.
